It is because in general what Trump is doing is breaking norms, and the things that Democrats want to do require going through the legislature to get funded. A lot of what he does doesn’t require funding or not at the scale that for example, of Medicare for all program would need.

Presidency is only one leg of the three-legged stool. All three branches must remain strong and independent for the government to function properly. If one branch amasses too much power, the stool topples.
