since Metro stopped enforcing the existing fares, we riders are absolutely beset by anti-social behavior. LA is not New York - we need to *normalize* transit use before there's anything to gain by making it free.

This is not a best practice … among other things, it leads to riders who are there because they’re bored. You don’t want it to be a hangout spot. You want it to be open to folks who have somewhere to be.
