The entire countries of Germany, Austria, and Switzerland operate busses, trams, and trains this way. No fare gates, no fare inspection on boarding. You’re just supposed to buy a ticket. Occasionally a fare inspector will board the vehicle, and if you haven’t paid the fare you will be issued a fine.

In other countries they just don’t move the bus until you get off. Source: me running out of money on my card in Madrid and the driver stopping in the middle of an intersection after pulling away from the stop while I was getting my wallet out.

It takes a money and time to clean up, which transit agencies need to do because it makes people uncomfortable and often times obscures important things like signs, maps, and windows. I like street art, even if it’s unauthorized, but just tagging up stuff that other people need to use is obnoxious.

“Tough on crime” usually means spending more money on cops and throwing people in jail. But neither of those things is gonna prevent a mentally disturbed person from smashing train windows. The treatment for anti-social behavior is stronger social safety nets. Prevention >>>>> punishment

But assuming universal smart card use, this is a pure values question: should people who need to use the bus (for long distances, because they’re mobility impaired, etc) sacrifice comfort and pay more to support able-bodied people making short trips? Or should it be the other way around?

It also simplifies fare collection. Distance based fares on busses either requires tap on and off, or talking to the driver and having your fair calculated and charged manually if you’re not using a smart card. Japan does this and it slows down busses+trams considerably. It’s very inefficient.

Understandable, but you’re describing the flat fare working as intended: to discourage unnecessary short trips. That makes the busses faster and more comfortable for more necessary trips by reducing crowding and dwell times.

The Jones Act should be repealed, but at the very least the non-contiguous states need to be exempted from it.
