the focus on the harms of development in many cases is an attempt to forge a one-sided alliance between tenant activists and nimbys and you should ask the tenant activists what they get for their trouble
Nicholas RaeRedevelopment and renovations makes up about 10% of evictions. Owner use is around 60%. That doesn't mean that it isn't important to have protections for tenants due to redevelopment, but they're much more likely to be evicted due to other reasons

Seeing a lot of people (mostly from outside Vancouver) miss this aspect of the Villages rejection.
GRIDS VancouverPlanning staff do deserve a decent amount of blame too. The "you can't rebuild your home or add a laneway because we're requiring commercial use" thing drove a *lot* of anger and it was completely avoidable! It's free and easy to keep allowing existing uses!

This pattern of politicians running against their own bureaucracies as champions of the people was tagged as "the dysfunctional dance of local governance" by Mariana Valverde when she saw it in Toronto in EVERYDAY LAW ON THE STREETS from 2012. Its biggest beneficiary? Rob Ford.
