I appreciate your point here. And it's known that the wealthy are less likely to spend additional income like this. Really my original post was to for the 'how is the government going to pay for it?' tendency.

But even if it doesn't attract VAT, e.g food, children's clothes, the retailer they buy from will be taxed and so will their employees, so the saved money will eventually return to govt. via taxation. And at a higher rate than 5%. govt. doesn't lose anything.

Why do people ignore the fact that money ‘saved’ on one thing is reused to buy something else, particularly by the less well off? (and, incidentally, ignore the fact that the Bank of England is fuelling inflation itself by keeping interest rates high)

All the government is doing is forgoing a certain amount of tax at a certain point. As soon as the money consumers ‘save’ on energy costs is spent it will be subject to taxation of various kinds, but all at more than the foregone 5% VAT. So govt will get it back later.

If true, we get 3 things. None good. 1. The direct negative growth/fiscal impacts of cutting immigration. 2. A Chancellor who prioritises their own personal/ideological obsessions over the UK economy. 3. A PM who through myopia or weakness chooses 1 and 2.
