Then can it be fairly enforced

To be fair a badly installed heat pump can get noisy quite quickly if not kept level, as the ball bearings wear unevenly causing rattle (& inefficiency) But, yes, modern properly installed heat pumps are so quiet.

Much of this "heat pumps are noisy" stuff seems to be shared by people who once read a Facebook post by a local busybody about an early heat pump. One would hope that councils, at least, would actually think about it instead of just repeating what they once heard someone say.

And Oxford is LibDem controlled isn’t it? It’s the lack of logic as well as the unreasonableness of it that gets to me. The balance of good v harm is completely out of kilter.

No. That won’t work for me. Already looked into it, I want it primarily for heating my home (esp a fairly large open plan space downstairs) and for reducing emissions. And occasionally providing a cool space for elderly neighbours when heat is extreme.

It’s just illogical: All new homes must have heat pumps, but not you, older homes. And if you try and have one we will make the process so difficult and expensive and risky re refusal/ expensive mitigations you won’t even try.

In my suburb of Oxford the local shop is closing over fitting an air conditioner without planning permission. No one thought about it. Anyway shop can’t operate in current heat conditions. Meanwhile we are in CPZ signs allowing 3 hour parking narrow lane means any parked car blocks access 🤣
