TL;DR: Metrics like “number of hectares burned/houses flooded (globally)” are poor measures of climate impacts because: 1. Impacts are local, as well as global. 2. They measure (climate impact) - (adaptation + response), and adaptation/response will rise in parallel with the impacts.

Engineer son of a heating and ventilating engineer here. Buildings like this are designed with air-conditioning included before any building starts. It's an integral part of the safe management of the internal environment and the building is not intended to be used with it switched off. Ever.
