Yeah I was overtaken once on the bike path with huge relative speed, by an e-scooter. When I caught up at the lights I asked the rider about it - he said it could do 100km/h! True or otherwise stupidly fast and in the least stable of all vehicles - not great…

I mean the 25km/h and 250 W joint limit here seems pretty reasonable
