If you expand the House, and require all states to allocate votes, as NE and ME do, it would make it very unlikely that you can win the Presidency without winning the popular vote. It would also eliminate swing states, candidates would have to campaign nationwide. No amendment needed.

2) A Cory is a background check. I had to be coried when I served as volunteer coordinator for the Carroll Center for the Blind. Teachers are coried. A Cory should be required for people running for office. Opposite research is often done by candidates. Cory results couldn't be called partisan.
