#1 Shoup FanIt’s interesting that this was basically never copied even though it was part of a wave of progressive reforms in the 19th century. I guess no city was large enough before the wave of changes that made places want to split and not consolidate in the 20th century
All of the non-farmland in Baltimore County, plus Ellicott City in Howard County and Glen Burnie and points north in Anne Arundel County, should be part of the City of Baltimore and would be if the 1948 state constitutional amendment permanently freezing the City's borders were abolished
