The idea that quality of life crimes like vandalism of public transportation are just inevitable is just not correct. False. They happen because people know they are unlikely to be punished for them and they would not happen if people were regularly punished for them.

This is why you e.g. never see cop cars get vandalized outside of like a totally uncontrolled riot situation. A cop will arrest you for doing it 100% of the time and everyone — especially the guy who lives on the street and gets hassled by cops all the time — knows that.

There's a perception that chronically homeless, drug addicted or mentally disturbed people are just totally blind to any consequences and thus immune to deterrant effects of policing and I think this is actually kind of the opposite of the truth and most are highly knowledgable and sensitive to it.
