How powerful & dangerous is the CCA? Patsouras writes about the org at length, without naming the elephant in the room: the lobbying group is led by the daughter of an immensely powerful City Councilmember - Tim McOsker - an erstwhile attorney for LAPD’s union.

These lobbying fronts wield tremendous influence and power - and BIDs translate that into direct funnels of public monies.

This mean the City Council & the mayor are eager to cry helplessness. And when they can, they’re eager to make that helplessness a reality. Which opens the door to massive lobbying operations like the CCA and business improvement districts.

As a resident of downtown & a sporadic LA city official, I think the most compelling part of the image Patsouras paints is that of a City Hall eager to surrender power + responsibility. Most electeds I know want the pay, power, & prestige of the office WITHOUT the pain + consequences of choice.
