1/ The Bank of England held rates at 3.75% today. That was expected. Far more concerning is what has happened since it finalised its forecast—and what its adverse scenario says could come next. 🧵

The challenge is finding the money to meet the 3% / 3.5% of GDP target. This needs realism about tax and spending, plus creative actions like joining an ambitious multinational defence bank and closer cooperation with European allies. 📚 We will be publishing more research on this next week.

You can't separate defence investment from the fiscal situation, which may be one of the reasons why Burnham moved Healey into the Treasury. But the DIP only leaves a £0.9bn gap in 2029–30, when the fiscal rules bite. That gap is manageable without tearing up the rules or existing spending plans.

The biggest barrier is funding. Meaningful social care reform carries a significant price tag, so the government will need to make a much stronger case that investing in care is essential to improving lives, easing pressure on the NHS, and supporting economic growth. 3/3

The political mandate is there, but the challenge is delivery. Labour promised reform, Burnham has made it a personal priority, but the real test will be whether the government can move from commissions to concrete action. 2/3
