If the Jones Act was never adopted, urbanization would not have been limited to deep water seaports. River ports would have grown at similar rate after 1920. St. Louis would be one of the biggest cities in the world. West Virginia would have remained a major manufacturing hub.
Quite possibly the most needlessly self-destructive law the US adopted in the 20th Century.
