Unfortunately, limiting the mandate of inquiries is how the bad guys evade accountability. Criminal charges after the investigation of the mismanagement of SARS-CoV-1 (which IPC buried so effectively that the UK COVID Inquiry appeared not to be aware it existed!) might have prevented the pandemic.
