We are a UK organisation, and although we speak on global issues, much of our work is focused nationally. The survey explains it is UK only on the first line. We recognise there is a need for this work internationally, and we do hope to expand both our work and our evidence base in the future.

Preparedness must be measured not only by how systems function, but by how well people are protected. 14/

We hope future Inquiry modules give greater attention to the experiences of Clinically Vulnerable people. We will continue advocating for pandemic preparedness that includes everyone at higher clinical risk. 13/

Protecting healthcare workers and protecting Clinically Vulnerable people are not competing priorities. They are complementary. A resilient health system should be designed to protect both. 12/

Clinically Vulnerable people are not a niche group, we represent just under 1/3 of the population. They are people of all ages, living with a wide range of health conditions that increase their risk from infectious disease. Pandemic preparedness must consider us. 11/

We recognise that many of our issues were largely outside M5's remit. Because CVF were not Core Participants, the report reflects the evidence that was before the Inquiry. 10/

The report also finds that the High Priority "VIP" Lane was inherently biased, undermining confidence in procurement processes. Public trust matters - especially for people whose lives depend on public health decisions. 9/

The Inquiry found £10 billion of pounds were spent on PPE that was unusable, unsuitable or ultimately unnecessary. That is difficult to read alongside memories of being told to stay away from others, pack a hospital bag, and plan your funeral. 8/

Many Clinically Vulnerable people spent years making impossible choices: • Attending medical appointments • Sending children to school • Going to work • Accepting care at home • Seeing loved ones The lack of availability of appropriate masks impacted their choices. 7/
