I’m not sure why you thought this wasn’t happening already. Not all ICs did this but NCI surely did. There was a payline, but above the payline lots of grants were funded. Plus every RFA or P01 was evaluated completely outside the payline system. I also have MUCH less faith in peer reviewers.
