On a municipal level, you're pretty limited. So you're really just going for geographic concentrations of poverty and providing an anchor for reinvestment in a community.

I think that's a question of some dispute. And seeking to maximize via spreadsheet does not always work for ensuring political payoff or program survivability. Republicans can fuck with SNAP, they can't touch Social Security. That gap is worth thinking about.
