CP Hollingsworth calls character attacks on Lin "unfortunate" but says both sides are to blame for bad behavior. She says there are housing reforms that the city could be advancing right now to get housing in the pipeline apart from SEPA reform. She doesn't sound like a yes?

Strauss says people are "talking past each other" and has been disappointed by the conversation about this bill. Doesn't actually explain how he's voting.

CM Rinck says she's reviewed the SEPA process, and is going through all of the consultants who assembled the Comp Plan EIS and all of the public comments received at that time. She's noting that House our Neighors and the Chamber are on the same side where, which doesn't happen much.

She says this legislation is "a solution looking for a problem." She says that if anyone is "misusing" the process, that's the job for the hearing examiner to "weed that out."

Debora Juarez says she's a no as well. "I don't believe that appeals are holding up housing production," she says. The council would be taking up Phase 2 of the Comprehensive Plan right now if not for SEPA appeals, and might already have passed it.

Saka is defending Lin and says attacks on his character need to be rejected.

Next is Saka. He says Seattle can build more housing without asking the public to "surrender" anything and thinks the bill goes too far. Saka is suggesting he could get behind the idea of raising the filing fee for appeals.

"I don't want it to be said that I don't care about building housing faster, I do," Rivera says, really echoing her own comments on the Seattle Transit Measure.

Rivera is up first in final remarks. "We need more housing in this city. And we're all trying to grapple with how to get it done faster," she says. She says wishes they could legislate shorter timelines, but says most appeals don't prevail so the current process doesn't need reform.

Kettle's amendment passes unanimously. Now we're finally getting to the underlying bill!

Now Kettle is bringing up the war against Iran and Kosovo, for some reason. I guess he doesn't like the word "weaponize" which has been used by supporters of SEPA reform.

Last amendment! Bob Kettle's proposal to request a "SEPA rulebook" from city departments. Kettle is giving a little speech about how the SEPA process is not transparent or consistent.

Now we're dealing with Amendment E, which deals with report requirements when making council land use decisions. It passes 8-1 with Juarez opposed.

Next up is Amendment D from Lin, which make it explicit in the bill that a public hearing is required when the city advances environmental determinations of its growth plans. It passes 7-2.

Strauss tried to abstain on that one but you aren't allowed to abstain on votes on council bills in full council, per the rules.

Saka is the only person to support his own amendment.

CM Rivera says she's opposing the Saka amendment, which I'm surprised by. I thought she was voicing opposition to the underlying bill, but she says this doesn't get the bill to a place where she can support it.

CM Dionne Foster is noting that this bill was in committee at four meetings (since mid-May) and yet this amendment dropped yesterday. She says there's not a reason to believe the 90 day resolution goal could be achieved.

After Saka referenced constitutional rights, Eddie Lin is confirming with central staff that there's no constitutional right to SEPA appeals. And is also confirming that the state legislature itself is exempt from SEPA.

"This amendment doesn't preserve delay for delay's sake," Saka says, framing his amendment as "modernizing" the appeals process.
