Russia's attacks continue to target civilians, destroying homes, businesses, and critical infrastructure. Every delayed delivery of air defense systems and anti-ballistic missiles increases the risk of further civilian casualties.

Across Ukraine, at least eight people have been killed and dozens more injured. Search and rescue operations continue in Lviv, where a residential building was also hit.

The deadliest strike hit the village of Radushne in the Dnipro region, where a ballistic missile destroyed an ordinary family home. Five members of one family were killed: two parents and their three children. Two other children were rescued alive from beneath the rubble.

The strikes targeted Kyiv and the surrounding region, as well as the Dnipro, Lviv, Poltava, Kharkiv, Mykolaiv, Sumy, Vinnytsia, Cherkasy, and Ivano-Frankivsk regions.

Last night, Russia launched another massive attack against Ukraine, firing more than 70 missiles, including a significant number of ballistic missiles, and over 280 attack drones.

Prime Minister Donald Tusk has urgently convened a coordination group and is traveling to the site where the rocket fell. The final conclusions regarding the incident will be released by the relevant Polish authorities.

According to Polish media, the incident occurred in the Lublin Voivodeship, near the village of Tarnawa-Kolonia. A source in the Polish government also stated that "everything indicates that it was a Russian missile," and that bomb disposal experts are already examining the debris found.

The rocket that fell in Poland was a Russian Kh-101, according to the head of the Ministry of Foreign Affairs, Sybiha. According to the minister, the cruise missile crossed the Polish border and violated NATO airspace during Russia's massive overnight attack on Ukraine.

The bill underscores a growing consensus in Washington that sustained economic pressure remains one of the most effective tools for limiting Russia's ability to wage its war against Ukraine.

The legislation also introduces secondary tariffs of up to 100% on major purchasers of Russian energy resources, expands sanctions against Russia's shadow fleet, restricts Russian companies' access to U.S. capital markets, and prohibits transactions involving Russian sovereign debt.

Under the bill, sanctions could only be lifted if the U.S. President certifies to Congress that Russia has ended its aggression and that any peace arrangements are recognized by the Government of Ukraine.

The legislation would codify many existing sanctions into federal law, making them far more difficult for future administrations to reverse without Congressional approval. It also removes the possibility of easing sanctions simply because negotiations are under way.

On July 28, senators approved the first procedural vote on the Lindsey O. Graham Sanctioning Russia Act of 2026 by a vote of 86 to 12, reflecting one of the strongest bipartisan shows of support for Ukraine in the current Congress.

The U.S. Senate has taken an important step toward significantly strengthening sanctions against Russia.

The President of Ukraine, Volodymyr Zelenskyy, called the procedural vote "the first step towards implementing Lindsey Graham's plans and a step towards peace."

After the debate concludes, the Senate will hold a final vote. Subsequently, the document will be considered by the House of Representatives, after which it will be sent to the U.S. President for signature.

The bill also grants the U.S. President the authority to impose targeted import tariffs on countries that purchase significant volumes of Russian oil and gas or assist the Kremlin in circumventing energy sanctions.

The document proposes new sanctions against Russian officials, oligarchs, banks, and companies that support Russian aggression, as well as vessels belonging to the so-called "shadow fleet."
