The document proposes new sanctions against Russian officials, oligarchs, banks, and companies that support Russian aggression, as well as vessels belonging to the so-called "shadow fleet."
The bill also grants the U.S. President the authority to impose targeted import tariffs on countries that purchase significant volumes of Russian oil and gas or assist the Kremlin in circumventing energy sanctions.
After the debate concludes, the Senate will hold a final vote. Subsequently, the document will be considered by the House of Representatives, after which it will be sent to the U.S. President for signature.
The President of Ukraine, Volodymyr Zelenskyy, called the procedural vote "the first step towards implementing Lindsey Graham's plans and a step towards peace."
