really needs to be heavily pointed out that Burnham's "success" as Manchester Mayor is primarily just a mix of good PR and a smattering of social projects funded by foreign capital which at the same time he sold off much of the cities assets and land too.

Sceptical that NEET problem is just a misalignment between curriculum and business needs. Much more credibly a mix of struggling local business (= fewer openings) & huge increase in mental distress and disability among young people. Latter (including un- or self-diagnosed) a huge part of the issue.
