At the end of World War II the NYC did look at electrifying the mainline. Initially only as far as Buffalo and then later to Cleveland.

The likeliest next premier of Quebec is against Alto because it’s a big federal project and the current premier of Ontario might be against it out of spite. Rail lines, like pipelines and airports, are federal jurisdiction. They’re a lot easier with provincial cooperation, but they don’t *need* it.
