That's super misleading. In you say someone is "polling in the 30's" during an election everyone is going to assume it's matchup polling.

The salary cap doesn't have to work like that. That's how it is in the NBA and NHL but there's no restrictions on what a team can offer a player as long as the contract fits under the salary cap.
