That’s a good point. Xenoblade definitely leans more on the prepare end of the axis, there’s no one use items or optional gear you can swap out with mid battle

I think the reactivity in the fight is stuff within your kit. Popping some abilities early to compensate for too much damage, using Ouroboros or chain attack

When you’re Goku levels of powerful, 10% damage buff from Might is always worse than a second turn where you deal 100% more damage

I think it's the kind of thing where you want to arrive at a particular outcome and how you get there should be pragmatic to the institutions you already have. Government will be a part of it but there's some argument for pursuing a path of least resistance through existing institutional scaffolding
