I do think we need to just abolish employee NI, merge it into income tax. That raises money as pensioners pay income tax but not NI. Then remove all the dumb cliff-edges and spikes in marginal rate, and raise the overall rates to cover the cost of that.

National Insurance which is 8% above 12k, and then drops to 2% over 50k, notionally this is because it's to normalise how much any individual pays towards the NHS and Care, and limit some paying a lot more, but as it all goes into one big pot it is just a second income tax.

The UK has two income taxes: Income Tax, which is 20% above 12k, 40% above £50k and 45% above 125k, but, for various political reasons, if you earn over £100k you lose the tax free £12k, so in that gap it becomes effectively a 60% marginal rate.

Being contributory doesn't stop something being a benefit. New-style JSA used to require NI payments to be eligible. State pensions are in law as a benefit
