And in a way I believe him — because even a fully reopened Strait won’t recoup his standing with voters fast enough to salvage the midterm elections for Republicans.

There isn't a contract or treaty that Trump doesn't want to break. There isn't a legitimate contract or treaty Trump has made in his two administrations. He's made and broken the North American treaties with Mexico and Canada twice, even his own "agreement." Again. "Trump's better for the economy."
