Don't know if this is still true but ages ago I read something about Texas being such a huge market for textbooks that they have editorial power and their choices often impact other states textbook choices. Other states buy what Texas buys because those textbooks are cheaper.

When I was an elementary school librarian we talked about how to demonstrate how far money doesn't go when it comes to purchasing materials. Because people hear "A thousand dollars for books" and imagine that's a whole lot of books when it won't even fill a shelf.

I would be genuinely concerned if I didn't see/hear children at my local library. It would make me wonder about their community outreach and if certain patrons are being overlooked or discriminated against.
