The term sheet is coming to Council on Wed. Aug. 5 at 9:30 a.m. as a resolution. During the work session last Thurs. I appreciate this feedback, but I don’t view this is as micromanagement. I think it’s a form oversight and I spent about ten minutes drafting an email.

It’s only reasonable. If I’m to vote yes to prioritize public funds for one use over other potential uses I need to be able to evaluate the veracity of net benefit claims by doing so

You know what else kills grass? Waterfront Park festivals, but we don’t ban those bc they bring our city some measure of joy. Hoping for a reversal here.

I inquired about this and apparently it’s a contract interpretation issue around timing of payment. Practice has been to advance payment, but our internal financial controls functions have flagged that the contract language doesn’t allow for that. The pause is to fix the contract per admin

Is the impact one dollar, a billion, or something in between? Something more? What is the precise number and what methods, data and assumptions were used to calculate it? Are those methods verifiable or proprietary? Foundational questions imo. Without these pointing to economic impact is just vibes

Still, how is any councilor supposed know whether or not the draft of the term sheet we got actually reflects any of those reactions when the drafting is done while we are chambers and we get to see it while at the dais voting and minutes before it goes to press? And whose reactions matter more?

It’s extremely misleading to paint the process this way, especially since executive sessions are not the place to develop policy direction from Council. They are a place to discuss sensitive matters and get a “temp check.” You develop policy at the dais in a public meeting.

At 4:45PM, while still in chambers, a press release went out from the City that framed this as a “draft [that] reflects the City's priorities, community feedback, and direction from Council.” You got initial reactions, not direction from Council.

We reconvened in a Council meeting at 2pm and adjourned at 6 pm. During the Council meeting, 4:23PM precisely, we received a draft term sheet in our inboxes with an email indicating for our situational awareness that the term sheet was also shared with the Blazers. Same time, advance copy? Idk.
