When I lived in NYC (80s-90s)we would occasionally have tornado warnings and they recommended getting in the tub if you had to take cover. I don’t remember any touching down. We had a basement apt and it flooded on the regular during storms, but we had good egress and were in no danger of drowning.

The problem in NYC is basements can flood fast. A bunch of people have drowned in basement apartments in recent years.
