Yes. The major scenario is that China launches the war of "reunification" and the US and perhaps some other countries try to help Taiwan fend off the invasion. It will take 10s of millions to add the classified defensive equipment to the aircraft over the next year or so. It will have to be removed if the aircraft leaves posession of the Air Force and that would cost a similar amount. The ONLY choice is to keep the jet or mothball it at a secure location.
