If they also engineered the roads to reduce speeding, they'd improve that statistic. Speed limits are one thing, but only concrete & steel will slow drivers. Narrow the lanes, physically protect vulnerable users, remove distracted-driver recovery zones, make drivers afarid of scratching their cars.
