I think Operating While Intoxicated is probably the most apt terminology, and would cover both a variety of substances and things that are dangerous to operate (cars, trucks, bikes, horses, boats, heavy machinery, chainsaws, etc.). Downside is that “Romo got an owie” just sounds less serious.
