When a president admits he has no intention of serving citizens who live in states that did not vote for him, he is not doing his job and needs to be impeached.

And there won’t be a single consequences. Part of me would love a democratic administration to deny basically all federal funds to red states, but that is just spite talking.

Every one of those states has Republican Congressional representatives. Each such state's governor needs to declare an "emergency," and cut all state spending in those districts until the withheld aid is recovered. Fight 🔥with 🔥. If those Reps don't like it, they can vote to get the funds back.
