Silly idea with no consideration to how much energy they use. A house can be designed and built to be cool and warm in the winter using insulation, thermal mass and mechanical ventilation and heat recovery. Even an old house can be like that, I converted a 1860 house which achieves that

It's not an assumption, new house building can adapt to extreme heat without expensive to run air conditioning. I have stayed in a house in Qatar which was cool by using traditional down draft vents without an air conditioner in sight.

Daikin X Series and the Samsung EHS Quint do air con, heating, hot water in one system. The EHS Quint also recovers heat. The media and politicians are at least months out of date in knowledge, more likely years.

It would be much cheaper and more efficient to force every house to be built to passivhaus standards.

FFS!?! You're own article does not even say that, let alone the Lib Dems!! The article says that key public buildings need Air Con, not homes! Homes need to be better prepared, with natural shading, better insulation & likely heat pumps!! Sticking air con in all buildings would make things worse!!

Solar panels would be nice too.

I'd go with 'designed to require minimal air conditioning'.
