Sometimes "doing nothing" is strategic, not weak. If Beshear appoints a D, Thune can just refuse to seat appointee. GOP-led legislature has excuse to impeach Beshear. If he appoints a R or holds special election, GOP gets a vote back. If he does nothing, GOP is down a vote in Sen & on committees.
