The Impact?

Feel like the term MLS 3.0 has been used for over a decade. MLS 1.0 was the inception. MLS 2.0 was the DP rule. MLS 3.0 was TAM, YDP and U22 mechanisms. More "groundbreaking changes" require a new number at this point.

I appreciate the work that you & Arman did in your writing of the possible new salary rules. Changes such as floor/ceiling, nixing TAM & max budget chgs, and selling DP slots are great and would allow clubs flexibility. I don't love keeping DP limit at 3 (should be 5/6), and U22 init should stay.

I get the feeling that even if they did raise the cap, the low spending owners are just content to sit around. Unless you can force owners to sell/invest in the teams, I don't see parity sticking around. It's too easy as is to just have the league buy you daddy's best player and win every award.

What's the over/under on a meaningful floor being seriously considered? ...not speaking from owner basement spending level fandom or anything...

Selling a DP slot for cash is something I haven't considered. I am not opposed to it if it isn't permanent, but there also needs to be something besides profit attached to incentivize the seller to still spend some money. I can see cheap owners selling all DP slots and only maintaining the cap floor

Finally someone has the courage to tell the league that voiding the DP slot sales of the 2000s was woke and bad. If you aren’t going to use it, then let them sell it. I think we are mature enough to see that happen now

I am not sure why the players union would agree to a 12 million dollar floor when every team in the league except one is already above that. Hopefully they can do something sensible like 16 million floor and 30 million cap.
