20. I could go on and on but this report is slop for a mind addled by TikTok. Every point is a soundbite: idea, but never plan or solution. The sections or even subsections directly contradict one another. Irrelevant grievances and pet hobbyhorses flicker into view and disappear without explanation.

I retired from APS a few years ago. Private sector has always been more than welcome. In fact, some of the sectors are actually operated by private, profit-making entities.

I'm a retired engineer. In the industry, there was a division of labor. I designed, others built, still others tested. I can't imagine how unproductive I would have been if I had had to divide my time between 3 different sets of tasks, each of which requires a different skill set.
