Because, barring Jax in 2, they had special moves that could be argued to have some kind of special power to it in the games. And Jax gets his upgrades from 3 onward. Meanwhile Stryker's moves stay like "hit them with a police baton", "throw grenades at them", "just fucking shoot them" etc.
