Once a right winger... always a right winger. Another example is Doug Ford - 'if it pays dividends & comfort, it's worth the price... to taxpayers of course'. Only good thing I can say for Ford is that he seems a true patriot of Canada and its workers. Could never say that about Danielle Smith.

No, remember that Provinces have full control over how health monies are spent. Once Ottawa makes the annual transfer to them, Premiers are in charge. If they *don't* meet the general requirements of the healthcare targets, the most the Feds can do is *deduct dollars* from next transfer payment.
