At this point, probably, but -and I'm not endorsing the perspective, I'm just saying this is how it likely looks from their shoes- I suspect high level corporate management concluded from the rate of progress that the options aren't AI slop game or people game but AI slop game or no game.

They are waiting for AI to get to the point it can turn those concept arts into game without having to pay many humans to make a game

For sure its either AI games or no games - thats why they fired everyone. The plan is just to keep sucking money from the existing properties until the AI games come ... and if they don't eventually just sell the IP to someone else.

I feel like that doesn't explain GTA6/Elder Scrolls 6/insert other mega-franchise being MIA for a decade. That said, my outside-in impression is that game dev has the absolute worst and least-efficient process management of any modern industry, so AI seems like both a Hail Mary and not the solution

I think you could write a pretty interesting book on tracing the history of the 'never released mega-game' with TES6 maybe being the ultimate example, and possibly something that will never happen again due to the intense corporatization of the video game industry.

Duke Nukem Forever, Half Life 3, TES6 in particular. Basically the video game production version of art block.

Someone has definitely convinced the movers and shakers that if they don't get into AI, they're simply cooked.
