Congress Moves Forward on Two Food Labeling BillsTwo Senate Democrats yesterday introduced the Food Labeling Modernization Act (FLMA) of 2026, which would require warning labels for foods high in added sugar, sodium, and saturated fats, among other reforms to front-of-package labeling. The bill is sponsored by Senators Cory Booker (D-New Jersey), a member of the Senate Agriculture Committee, and Richard Blumenthal (D-Connecticut). The FLMA was originally introduced in 2013 and has been reintroduced several times over the past 13 years. Each variation includes slight modifications to what food manufacturers would have to include on packaging. Similar to previous versions, the latest proposal directs the Health Secretary to update the mandatory front-of-pack labeling system. It also requires warning labels if an item includes non-nutritive sweeteners. At the end of the Biden administration, the Food and Drug Administration proposed a new front-of-package labeling scheme that would require a new nutrition facts box, an effort to help consumers know whether an item was high or low in added sugar, sodium and saturated fat. Consumer groups have generally supported this model, which differs from the industry-backed “Facts Up Front” label that does not show whether a product is high in nutrients of concern.
