Where I last lived in Flagstaff, between 1/3 and 1/2 of the annual precipitation falls as monsoon rain from the 4th of July to the middle of September. It's still only like 8-12 inches total, but for a couple glorious months it's a verdant paradise. Here in the Inland NW, summer is deathly dry.
