Implications are not just for science funding. Important changes not Congressionally approved. Proposed revision to 2 CFR §1.105 reclassifies federal grant "Uniform Guidance" as the binding "Uniform Grants Regulation" (UGR), transforming non-binding guidelines into mandatory government-wide law!
