Okay we finally get the backstory on what The Culture actually did and it looks like they were the ones putting political pressure to get the reformist Presidents into office and, to hear the Loyalist faction describe it, accidentally got a guy bent on violent revenge into office.

This is where I thought the book was written much later, because it really feels like a meditation on GWOT-style meddling & the costs to everyone who was made to do the actual fighting. A planetary-scale fuckup.

Although, reading this through a second time, another possible explanation occurs to me, which is that the Culture didn’t do anything to start the war at all and they’re just lying about it to give both sides an excuse for peace before total civilizational implosion.
