But the CPU is twice the speed, it's got four times the RAM and the games couldn't be played on original hardware (some had last-gen GB versions built into the cart purely because of install base size). In my eyes that's a clear generational step

Maybe, but it may just have been that back then its logic was "NES, SNES, N64, Handheld" and it genuinely considered Game Boy to be one family of systems until it came to Game Boy Advance and thought "actually, these should be split into generations too". It was decades ago after all
