How so? You're affected much more strongly by vote suppression, or a lot of those states wouldn't be red.

Because it’s already been shown that republicans are less likely to have the necessary paperwork to provide. As a blue voter in a red state, I have all my docs. Hence republicans screw themselves if blue states don’t have to do the same.
