They can probably justify it by saying it’s to keep the other service running “normal” but idk

Yeah I doubt there's a ton of case law on it. But what CTA seems to do RN is just pump extra services on a route but have them run the full route so it's not a shuttle it's just extra regular service. Which. Is maybe sub optimal.
