Cause that'd keep regular service running better but would essentially provide shuttles too. But itd be such a sneaky operations move idk if it it'd trip anything?
Yeah I doubt there's a ton of case law on it. But what CTA seems to do RN is just pump extra services on a route but have them run the full route so it's not a shuttle it's just extra regular service. Which. Is maybe sub optimal.
