Second: This decision was of course done by the Council of the EU, not the European Council. I know this is a technicality, but the UK Mission to the EU of all UK public institutions should know one EU institution from another, even if they sound similiar...

No, this is not just a technicality. The embassy referring to the government of the host country wrongly is a huge diplomatic mis-step.
