Trump and Rubio should both rot in the Hague for what they've done to Cuba - no oil means no power for hospitals, for water pumps, for sanitization and food refrigeration. Cuba has had multiple island-wide blackouts. The very least Congress can do is give him no money for another unprovoked war.
